Hello friends, many of you have asked about correction of challan where wrong payment head has been selected while making payment towards GST. It was a many time noted that due to wrong selection of GST head we were unable to utilize the fund available under different head.

Example : - A firm need to pay CGST & SGST 1000 both along with late fee of 250 INT each, but while raising challan person wrongly put the amount under head of Penalty as below:-



Once payment done under wrong head can not be utilized further hence it result fund blocking. We were facing a challenge at the time none of us had proper answer for that.

As per latest  Notification 31/2019, Central Tax Issued on 28th June 2019 now tax payers have been given some kind of relief to amend or transfer E-Cash balance from one head to another head to utlize the balance fund. It has been stated that due to new concept and very less known factor of GST concept in earlier days many of us done such kind of mistakes.
Since various taxpayers at the time of making the GST Challan payment have done mistakes by filling the amount in wrong head. There were cases where amount were filled under head of IGTS instead of SGST and vice versa.

Once challan paid amount get credited to respected E-Cash ledger, amount available in respective ledger can be utilized to pay liability for respective head.

Example :- If you made payment under head of SGST and CGST then this amount can be used to setoff liability of SGST and CGST only, it can not be used to set off liability of IGST or any other head.

Even though if you have enough balance under different head you can not use and you need to raise a new payment challan to setoff respective liability.

How ever there is option available currently where you can ask for refund for excess payment done or wrong payment. You need to file online application, along with online application you need to do a lot of paper work which need to submit to tax authorities  which is kind of time consuming.

Hence to avoid such hectic work a new FORM PMT-09 was introduce in fourth amendment  ACT of CGST-norms and clause 13 was introduce to CGST rule as in rule 87.

Specimen of GST PMT-09

PMT-09 comprises of minor and major heads. The taxpayer can mention the amount of tax which he wants to transfer from one head to another. The amount can be transferred from the head only if there is a balance available under that head at the time of transfer. A taxpayer can provide his GSTIN and fill the details in Table 5- Details of the amount to be transferred from one account head to another in Form GST PMT-09. Below is the format:



Points wise summary
  • It is a kind of challan which help taxpayers to transfer utilize fund from one head to another head of E-Cash ledger.
  • PMT-09 can be used only in cash of E-Cash ledger balance which gets credited after payment of challan.
  • PMT-09 does now work in E-Credit ledger. E-Credit ledger is balance of credit which arise due to purchase of goods and service.
  • PMT-09 is yet to be activated on GST portal.
  • Amount once utilized and removed from one head in cash ledger can not be reallocated.
  • To submit PMT-09 challan authorized signatory or OTP will be needed to transfer fund from one head to another head.
  • Editing or altering of GSTR3B after filing return will not be allowed.
  • It will be suggestible to before filing GSTR3B or raising challan first verify the fund available under different head. It may be possible that you can save some amount by utilizing those funds.
